If a player is the only one a server and doesn't have a map, you might want to make it so they can vote-exit and change the map without joining or some other fix that allows them to switch the map they don't have off.

I'll look into this.

In the meantime, a workaround is as follows:

From the console type:

impulse 2 (Puts you in as a player)
<name of map> (Changes the level, use "custom" if you don't know)
